Headlight door sticks and doesn't open

On my '68, the driver's side headlight door sticks and doesn't want to open. The bar that is connected to the actuator (I don't know the bar's name, but it's the one you can grab and pull down to open the door manually) is rubbing against a piece of metal. I thought maybe the headlight housing is too low for some reason, but I can't seem to lift it up easily.

Has anyone run into this before? Any ideas on what to do to fix it, beyond not turning on the lights?

I can post pictures if needed, I just didn't have my phone handy while I was working.
 
Is there room for adjustments?
I couldn't see anything that looks like it could be adjusted, which is where I'm stuck. Maybe I need to find a schematics for the mechanism and dig through it, comparing it to what I have.
