HELP decoding 64 Plymouth Sport Fury Lynch Rd car fender tag

Like the title says................ Have been unable to find any information as to decoding this tag.
Any help or direction to a web site or sites would be most appreciated.

My post got answered. What's so upsetting about public information? Thanks to Galen Govier and Darrell Davis for their records and databases! (that are published in books)
