HELP decoding 64 Plymouth Sport Fury Lynch Rd car fender tag

Like the title says................ Have been unable to find any information as to decoding this tag.
Any help or direction to a web site or sites would be most appreciated.

I tried several times to get a good legible photo to no avail. Below is the best I can provide.
