Help, how does the horn blow from this wheel

Hello, Can someone tell me how the horn contacts work in this steering wheel? My horns work from the column and don't from this wheel. At the end of the spokes, there are metal strips. When I touched them together, the horn blows. That is without the covers on them and the ends put back together. Mine does not make contact. How do I get it to make contact? Much thanks in advance.

Thanks, I will buy one but I would like to know how the contacts close with the buttons in place between the two strips of metal.
I am really curious as to how these switches work? Never seen one like this.
 
yes they are split. the bottom strip is connected to the ground of the car. The upper is connected to the wire going to the horn relay in the fuse box. There are 4 red little hockey puck rubber things stratigically placed between the two strips of metal. Also, there is a layer of some sort of fiber fill to hold the two pieces apart with the red hockey puck rubber. Yes the one you pointed out from ebay is just like mine. Still in wonderment how the two pieces touch to make contact and complete the circuit.
