trying to figure out what these holes are for or if they belong or not. I'm going to fill them in if nothing goes there. Anyone have any ideas. This is on the drivers side. Thanks

You know, I have never seen those on any A, B or E bodies, but that's just my experience.
 
Those holes are for a metal splash shield that protects the starter. This shield was only present on the driver's side. A lot of times if the starter was changed, this shield was left off and most likely lost and forgotten about.
 
Not that I'm doubting you, but that would have to be one longazz shield for the starter, since those mounting holes are on the OUTSIDE of the frame rail, and the starter is inboard by about 12"

that is if you're saying it mounts there and then protects the starter from directly underneath it (the starter that is)
 
Inner Fender Splash Shields

Here are a couple pics of the area in question. One with the rubberized splash shield held on with wire clips and one without. I think the holes in the inner fender are to give access to the upper a-arm, eccentric adjusting bolts. Notice the holes in the inner fender, to the front and rear of the a-arm. You'll see access holes on the passenger side too. The two front holes have a metal cover with screws holding them on. Hope this helps.

Ooops...my bad!

Satelliteman is correct that the holes in the OP's pics are for the rubber splash SEAL. The holes for the metal splash SHIELD are located on the bottom of the frame rail.
 
Ok! thanks guys, I do have those pieces. I should of labeled those when I took them off. It was one of those deals where you think you will remember and don't, lesson learned.
 
I've seen these on the rear frame rail of an Ebody car, not sure on all counts what they are for.
