Help with front bearings

Hi, I'm replacing outer bearing and decided to replace both and seal, since I was at it.

Question is.... shouldn't the old inner race be seating flush?
Look at te picture, it's half way?

I'm was going to install the new one but decided to ask here before I make a mess.

And I'm pretty sure the seal was wrong so I'm posting a picture of how I think if should be installed for you guys to confirm, please.

The races should seat on the machined step in the hub. You can drive the races out and inspect the hub to be sure. You possibly are already against a machined step in the hub.
