Big difference between making off with tools and sucking gas out of a tank at midnight.
Speaking of how much is too much, when I was in the Navy and based at Bermuda, I worked at a secure building that was accessed by walking up a fenced in walkway with security cameras on you the whole way. To keep ourselves amused, we would glue quarters down on the ground along the walkway to watch people see them and bend over to pick them up, then see how long it would be before they gave up.
One time, we were visited by the guy who's equivalent to the Secretary of the Navy for the Royal Navy, and we wondered if a guy like that made enough money that he would pass by a quarter.

We glued the quarter down before he got there. Our Officer-in-Charge (OIC), base CO, and a host of other VIPs were in reception waiting for this guy and his entourage to show up. So into view comes the RN SECNAV and he stops halfway down the walkway and looks down, and our O-in-C yelled "you guys didn't!", but we had. The Brit started to bend over, stopped halfway to the quarter, and started looking around. He looked right at the camera, smiled, and winked at us.

We buzzed the door open for him, and he started laughing as soon as he came in and said "almost had me there didn't you." Everyone had a good laugh, and we got reamed afterwards by pretty much the whole chain of command, but it was worth it. If he hadn't spotted that camera, he would have gone for the quarter.
