Hood rust

I have suface rust all over the bottom of the hood, what is the best way to get rid of the rust, espcially in the hard to reach ares, like between the braces and an hood skin?
 
yup, and the only way too!

...unless you seperate the hood skin from the webbing. Then you can use a chemical rust remover. Just don't "sand" blast it or attempt to use the chemical remover without sepearating the parts. You will be sorry after you paint.

I need to do that on my 74 Charger bulge hood. I'm nervous about the area where the front folds under.
