I have a 1970 Plymouth Belvedere that was recently painted by the previous owner. There are two seems that run down the roof just behind the drip rail. There are a few places where there are gaps And surface rust is starting to show in the seam. How should I treat these cracks? Should I use seem sealer (in a tube?) And touch up the paint or should I tape it off and just try to get paint down into the open seams? There are just a few spots less than a inch long.

If your talking about the gutter seam they should have a solid bead of seam sealer covering the whole valley then painted over.

Yeap, should be seam sealed. That sucks that you'll have to touch up the paint.
