I could use this!

Damn that dude's handy with some scrap metal and a few tools

I once had a neighbor who would tie fishing line to the base of a tree, lay the line across our street with a golf ball tied to the other end and put the ball in the gutter on the other side. He would then go in the house or tinker in his garage. Cars going 25mph or less would cross over just fine, but cars pushing 30mph or more would pick up the line with their tire tread sending the golf ball whipping into the side or back of the car. By the time they stopped, the ball had come loose and bounced out of view and they were left wondering what had just hit their car and where. I have no idea how this red-neck figured the speed threshold out, but from my garage I saw it work very effectively at slowing the speeders in our area.
