I am have a hard time finding the page for the inner windshield assembly. This includes the dash pad and the metal frame directly under the windshield (don’t know if it has a name see pic) in the FSM.

Can someone tell me where in the FSM this area is?

Ideally I want to remove dash pad AND that metal that the dash pad is attached to in the picture.

that would be your dash...that is the bolt that holds it. anything else?
 
To remove the dash there are 5 of the bolts that you are pointing to. There is one bolt on each side of the car that you can loosen and roll the dash toward the seat. Lower the steering column, disconnect your bulkhead connector and push back into the car, and disconnect your heater controls. The complete dash assembly can then be removed.

Well what I am trying to do is see how this assembly is done such that I can disassemble the pad. I thought that the dash had a top place that un bolted. If its the whole frame I am not going to take it out. I want to paint it since the windshield is out.

Awesome info thank you! Do you know how the dash pad comes out? Does having the windshield removed help removing the pad at all?

Can't get the dash out without the windshield out. If I remember there will be 5-6 5/16 nuts holding the dash pad to the dash.
 
If you just want to remove the dash pad, you can pull the cluster, glove box door and liner and probably find the attaching nuts to remove the pad.
 
Pad will be pretty tough, but not impossible, to remove with the dash frame still installed. You could get to the attaching nuts but it will be difficult with every bolt.
 
Sorry to disagree but it isn't that bad a job to remove the pad while the dash is still installed. I just did my 69 last winter sitting on the bench seat and working through the openings created by the cluster, radio, glove box and heater controls removed. 1/4" drive socket set and longer extension. Used a flashlight and mirror to locate the nuts. A flexible shaft drive would help on a couple of the nuts, but isn't mandatory.

Harder to reinstall than remove because the speed nuts kept falling out of the socket. I ended up putting a slight dab of wheel bearing grease on the socket to hold the nut in place while reaching back through to reinstall them.

Wear long sleeves! Lots of sharp edges in the openings.

Ron if the glass is out then I would drop the column nuts from under the dash (remove the studs so the dash frame won’t catch on the), remove those 5 bolts and roll the dash back. It will roll quite a ways and give you lots of access to the backside of the dash.

Looks like the pad is attached similar to my 66. Took one off with the windshield in awhile back and it wasn't too bad. Lots of feeling around looking for the nuts and using 1/4" drive stuff. Helps to have a deep socket too....and having the cluster out along with the glove box like mentioned.
