Hi,
Need to rebuild this carb. It's on a 1970 non hp 440 automatic. Appears to be a Carter

The "list" number on the coloured tag will get you the proper rebuild kit for this Carter AVS. This number is repeated on the passenger front side of the carb base.
 
Could be the wrong tag so get the number from the right front ear, partially blocked by the coil when on the engine.

Your pix show a capped off bowl vent connection. This Carb is a Carter AVS. California cars had bowl vent connection 49 states did not. All 1971 carbs had this bowl vent connection. Low hp 440 auto cars used a Holley # R4360. Are you sure its a 440 and not a 383 engine? A # 4737S std trans or a # 4738S auto trans correct for 440 HP. A 383 engine used a # 4732S auto trans or a # 4734S auto trans with A/C or possibly a # 4736S. Check tag number or left front mounting flange for number as suggested.....just my opinion of course...

Is that vacuum advance port standard? Or a modification?
To which vacuum advance connection were you referring? The correct connection is directly behind the coil...leading to rhe distributor vacuum advice diaphragm. The small connection on the rear of the carb could be for a vacuum source like the heater/AC system or cruise control or air grabber if equipped .

It depends on whether the vehicle accessories needed a vacuum source. Does the vehicle have A/C or air grabber (N95 option) some models had a vacuum operated trunk release mechanism (like some C bodies) or vacuum operated head light covers, or an emission control system device. The volume required is low.....

I thought all that accessory stuff came of a nipple tapped into the manifold that feed the brake booster and supplied the other things requiring vacuum.
I am no expert on AVS but as I said I have never noticed a port at the rear of an AVS.
 
The trans kickdown is interesting as well.
 
That rear vacuum connection is not for vacuum advance. It is for the air cleaner with the vacuum operated preheat valves on the snorkel. It started in 1970 AVS carbs and continued for 1971.

yes it looks like 4966 which is 1971 440 standard engine. These were sold by the gross as over the counter replacement carbs, it’s why there are so my in existence,
