Inside roof, surface rust?

I removed my headliner years back and haven't gotten around to replacing it. When I looked at the ceiling today i noticed there was some light surface rust in places. I could wipe it off with my hand. In other places it looks as though something reddish brown in color was sprayed on the roof, epoxy of some kind?

Does anybody have any knowledge about this, or is it just . . . rust?

What is the best method for me to clean it, prep it and prevent anything serious in the future.
 
I just replaced a roof in my 71 Charger. Yeah, there will be some old spray from the adhesive for the insulation that will resemble rust. As far as surface rust goes, unless you have a vinyl top I wouldn't worry too much about it. But you could try to get as much loose stuff off as you can using some sand paper and your hand, and then put a product like Rust-Mort or Ospho on the rusty remains. THat'll kill all the rust that is growing and turn it black. You could then spray a little zinc-rich primer on it.
 
Nice, most of the red / brown looks like spray so I am stoked somebody else can verify it. The rest I will sand off, clean and prep for new headliner.
