How did you come up with that? Is it just being used on the clear plastic?
 
You wouldn't believe what came off and ended up on the rag. I'd seen people clean plastic headlights with OFF and thought, what could it hurt if I try a small area under the trim. It's really as clean as it looks. I'm pretty stoked. Wasn't so stoked removing that cluster.
 
Hopefully I'm not busting your bubble but Off has oil in it and that might be what is appearing to restore the plastic. When it drys out, the dullness might come back.

I used a "hand rub" polish from a paint supplier once and man did it make my dull paint job shine. Well over a short period of time it dried up and the dullness reappeared. It was the oil that was in the polish that was short lived...

Hope I'm wrong and you've stumbled on to something!
 
The bug spray lasted about 4-6 weeks on my old minivan headlights.
 
I use 3M polish on my plastic stuff. The lenses for my instrument clusters, look NOS.
 
The cluster had a film on it I couldn't remove with window cleaner. I just grabbed the OFF and tested a small area first. I'm thinking it was possibly cigarette smoke. The old white sock I used was really black when I got done. I wiped it really good with window cleaner afterwards and still looks great.
