Instrument lights are always on

I have a 69 Bee with a rallye dash and just had the guages recalibrated. While I was at it I decided to replace the dash wiring harness with a used one that appears to be in really good condition because mine was chopped up. I have it all back together and everthing appears to be working properly except that my instrument back lighting is constantly on with power to the battery regardless of key position. I have unplugged the light and dimmer switch and they still stay on. FYI I don't have the door jamb or dome light hooked up yet. This is probably a shot in the dark but does anyone have any ideas.. According to the wiring diagram, there is a separate switch for the panel lights..did you unplug that one as well?
