Is There a Test For The Proportioning Valve?

The proportioning valve on my 74 Roadrunner was gunked up pretty badly after sitting for three years and I got a replacement from a wrecked car, but I was wondering if there's a test to make sure it's good? I can blow air through the holes. The front hole allows air to go to the holes for the front brakes, and the rear hole allows air to go to the hole for the rear brakes, so if air is getting through does that mean fluid will?
 
Sounds like the passages are clear but with out having some kind of pressure differential, I don't know how you would test the bias..., You should be able to take it apart and clean it. Make sure the springs move freely, orings are good ect...
I think they make a rebuild kit as well...

There's cheap rebuild kit available for those too if you want. If you search under my name, someone posted the info where to buy it within the last month. It cost about $10-$15 I think.
