The first national flag of the USA was the Grand Union flag (1776-1777), derived from the flag of the British East India company.

The oldest known flag that represents the original Thirteen States predated independence, being the Forster Flag of 1775. It had seven white bars on one side, six on the other.

Having Stars and Stripes came about with the 1777 congressional resolution that "
Resolved, That the flag of the thirteen United States be thirteen stripes, alternate red and white; that the union be thirteen stars, white in a blue field, representing a new constellation."
However, the arrangement of stars and stripes wasn't specified, so different flag makers often produced their own versions.
This is the Hopkinson Flag of 1777:

Note that the white and red bars are reversed in this early version, this style was continued in the official Great Seal of the United States which continues to this day.

After that, it was decided to limit the bars back to thirteen to avoid future complications, and to represent the original States.
