Line lock problem

Line lock not working since I had a new motor and transmission installed. The button mounted on the shifter does activate the light to tell me its on, but the brakes do not even attempt to hold........how do I diagnose where the problem may be?

Check voltage at the line lock solenoid valve with meter. Make sure it has a good ground too. Only one wire, 12v, and a ground make that puppy
