How are the drill bit and adhesive used? I assume the cups are pressed in using adhesive after redrilling the hole in the p. r. ?

ya,when you cut the p.r. it leaves a burr on the inside so the drill cleans it up.then you glue them in.was told it doesn't have to be special adhesive as once there in place where they gonna go?

Yeah and leaving the burr in place when Tradyou press them together will probably work just like the adhesive.
