.400 Pro tree 1/8th mile - must be street legal, UNLIMITED, radial tires/slicks, anything goes

The unlimited class must be street legal (Slicks)? I didn't think they were street legal. why would they put a restriction on tire size?
Is street legal mean headlights, turn lights, brake lights, wipers etc.

These were the final rules for the race.

Arm drop 10.50 - licensed and insured, any size drag radial and max 28 x 11.5" DOT slick, no W tires, stock style rear suspension, exhaust can not be shorter than 12" from the front of the rear axle. Exhaust cutouts are permitted on cars with mufflers.

I was told by Scott that he will have 6 of these races next year.
Sunday's race was an expanded version of what they've been doing the first friday of each month.

Thanks! Also had my best 60' & 1/8 at this race. In practice, while try to "slow" the car down went my best 1/4 on drag radials.
