Need 440 ID help!

Block looks to be a 68. But the stamp on the pad says?
The right side has an " A T W '.

Casting date 8/14/69 looks more like a 9 than an 8

Built 9/30/69

E designates 1969, block was cast on 8-14-68 if I see correctly.

Looks like 8-14-68 which would be correct for a 69' year built car though quite possible 8-14-69 for a late 69' build

The numbers don't match the vin.
Since it's in my 68 I figured the owner blew up the original
engine and then bought another or was replaced by the dealer.
