No dash lights

I have installed a new year one wire harness into my 1968 Plymouth GTX. When I turn on the headlight switch I do not get a light on the dash. I checked the end of the fuse box panel where the orange and tan wires go into the fuse box on the backside of the box. No power to the fuse. I turn on the ignition and no power to the fuse. When I pull the orange wire connector and place it on another tree fuse I get dash lights but they will not turn off even when the key turns off and the switch does not turn them off or on they just stay on. So that brings me back up to the fuse with no power. I tried another headlight switch but had the same result. My front headlights are not in the car as of yet I'm lost and need a little advise. Thanks.
 
Hello, did you check to see if you had power on both sides of the dimmer switch? Those have been known to have high resistance connections inside.
 
Did yo trace out the orange wire all the way to the connector on the cluster? I have heard that the Y1 harness's are not always perfect. No power at the fuse holder but power at others just means that holder has an issue check to make sure it all the hot sides are correct. The original orange was spliced in several spots for lighting accessory's. Use the diagrams below to make sure you have it as close to this as possible. Pics help too :)

It turned out to be the dimmer switch. I finally picked one up for a large sum of cash and it fixed the problem. Thanks very much. One problem down and 20 more to go.
