oil visiible on top of timing chain cover

99.9% it is the Intake. The seals dry out, and leak.

replace edelbrock performer intake twice with a hefty bead of permatex ultra gray rtv and oil came back on top timing cover

Did you let the RTV set-up for a bit before tightening down the intake???

is there a locating dowel between the intake and the block? Had to school a buddy of mine that the locator was keeping his intake from sealing on his small block......

Long shot, but how is the pcv system. Might be building pressure in the block and blowing out the intake end seals.

If it's just not sticking, check the manifold fit without the gasket, see how big the gap is. If it's not to bad, I like to put sealant on the engine rail and a thin coat on the intake. Let it skim over a bit like stated above.
