I have a good amount of oil blow by out of my valve cover breather so I was wondering if I should put a pan evac system on. What is your thoughts on this?

I'd find out how much blow by is too much, and if it is too much I'd fix it. Some guys run vacuum pumps on race cars to make sure the crankcase gets evacuated and free up some HP. I also have seen plenty of pan evac setups too. No matter what the system I would measure the vacuum to see if it's actually doing anything.

Street car or race car? Mufflers or not? If the car has mufflers will back pressure negate the vacuum?

Race car, Headers only

Where do I hook up to measure the vacuum, the vacuum port on the carb?

My pass side header collector is covered in oil. At first I thought it was coming from the valve cover gasket. I put on new Fel-Pro rubberized gaskets and sealed them to the head. I also installed valve cover studs, then I torqued the covers down. I made sure heads/covers were flat and free of debris

Well I hate to ask the obvious...but do you have baffles under the breathers?

I'd measure the vacuum right at the evac connection and use a combination vacuum and pressure gauge. Just tee a gauge into the evec hose and see what you get. If you get no vacuum reading with the system hooked up just cap each evac tube with a gauge and see if it registers. I don't expect more then a few inches of vacuum, certainly not like what you would find at the base of the carb, but for it to be effective you need to pull some vacuum or perhaps just a measurable amount of flow but certainly not positive pressure.
