Ralley Rims rusting-paint?

My rims are rusting in the "nook" between the center sections and where the lip starts. I looked at other threads and came to Krylon dull aluminum #1403. Except when I tested it, it comes off metallic (sparkled).
Any other suggestions?
They are not original, and the manufacturer date is 2008. I don't know who made them, because they came from previous owner.

I think the color is s'posed to be a silver argent. not sure the part #.

Mopar sells argent wheel paint, and I didn't have any issues with it. Blast the wheels, shoot with epoxy primer, and hit it with the argent.
