Rallye cluster removal question

Pulling the cluster on my 72 RR. I know I need to lower the steering column. I removed two nuts underneath with the white plastic guides and big star washers around them but the steering column only moves down an inch or so. Do I need to loosen the bolts at the floorboard too? Or is that small movement enough? I don't want to force anything. Thanks.
 
On my 69 Charger there is one other nut closer to the firewall that has to bee loosened too (with the same white plastic guide). I only had to drop mine about an inch to get my rallye cluster out.

That's what I have too on my '70. I never took the dash out of my '71 or '73, but on my '70 anyway there's a 3rd bolt (not a nut) on that same "steering column support panel" where you already took off the two star-washer nuts. It's about another 8" forward (towards floorboard) and on the driver's side of the column. It's a little tough to see at first glance because it's "all up in there", but easy to remove.
 
there is a 3rd nut under that that you need to loosen up.​
 
Thanks everyone. I will go out today and look for this elusive third nut.
 
By the way, be dang careful with the climate controls when you drop the cluster. That grey plastic is super brittle and it doesn't take much pressure for it to break. I learned that lesson the hard way.
