Replacing Mechanical Fuel Pump Right Now - 2 Questions

1. Do I need to put anything on the paper gasket?
2. Should the 2 bolts that secure the fuel pump have washers and/or lock washers?

I like blue Hylomar for gaskets but whichever sealant you prefer is fine as it's only exposed to non-pressurized oil. Use a flat washer if using a standard hex bolt.

Additionally, I only use sealant on the pump side, simply ensure the block surface is smooth and clean (like our rocker covers).
 
An option is a very thin layer of RTV, no gasket. Or spray Permatex red, light coat on the pump side of the gasket.
 
I’ve never used any sealant on these, nor did the factory. The gasket is, after all, a gasket.
 
If I recall correctly, doesn't a big block use special bolts for mounting the fuel pump? Thick washer heads with a reduced hex for clearance? I have never used any other washers on them.

yes they do, and they have a nylon insert in the threads for locking them in.
