Restore the dash pads

I have some lower dash pads for a 69 road runner that seem to be breaking down. They've turned kind of sticky on the surface. I've used different cleaners but nothing works very well. Is there a way to save and restore pads like this?
 
I don't know how it will work on dashes, but I have found that toluene will clean the surface of plastic very well with very little effort. Stumbled across it cleaning adhesive from wiring and started using it on other plastic parts. Films just wipe off.

I had it left over from repairing patches on an Achilles inflatable rubber boat that is like an Avon. It was a few years ago and it was at West Marine. I would say maybe get a sample from an inflatable repair shop but I don't know how much oceanfront areas you have in Iowa.
