Restoring steering pump, tool?

Im taking my pump apart to clean and install new seals.
What modern tool should I get to remove the wheel? (In the manual the number for the tool is C-3615)

I have a federal.

Also, any tips or traps I should know about taking this thing apart? (First time Im doing this.)
