Rock hard pedal

OK, So a few years ago the single reservoir MC crapped out and I had it switched to a dual reservoir Manual drum brake MC. The pedal is rock hard to a point where it almost takes 2 feet to stop the damn thing. Failed a motor vehicle inspection today because of this. (Funny that the guy who installed the MC in 2011 Failed it in inspection this time after charging big bucks to put it in 2 years ago). Anyhow, I was doing some checking with the parts counter guy tonight and his books all seem to list the same Master Cylinder for almost all disc or drum applications from 67-and up to 1970. Anyhow, I know the piston is coming back all the way but the pedal is ridiculously hard to push. IT is a one inch Bore MC and it appears I can't get a smaller bore MC here. What types of things will cause a rock hard pedal like that, and what are you Manual Drum/Drum guys using for Master Cylinders?
 
i had this happen before. my problem was the wheel cylinders were clogged up with crap. replaced the cylinders, flushed everything out and the pedal was much better.
