Steering Column Bearing

1969 Super Bee, floor shift.
Please look at pic. I thought this was for some reason built onto the steering shaft. However for whichever side I place the new bearing, it is too short or too long.
When I removed this from the car the original bearing disintegrated, but I just now noted that there was no metal in it. It was highly corroded.

Would I now be correct in assuming this is the remnants of the old bearing and needs to come off?

Feeling a little dumb… but I would like some conformation before I apply heat and force to get it off. I do know to be careful and not collapse the shaft.
