Steering column parts question

Hello, can anyone tell me what the red circled item is and where it's place is in the steering column ?Any help would be great I'm going to a floor console shift and I don't seem to recall this item in my original column shift parts .This piece was somewhere in the 3 column bezels I bought (without parts just housings and key lock spring)after clean up i noticed it laying on my work table.Here is the pic and thanks.

what year and model is your car? One of us probably has an exploded view of everything in a service manual. Or you can google your car steering column and include "exploded view" in the search. I did and an exploded view came up for a '66 Plymouth. It was actually posted elsewhere on this site.
