Steering Column

I partiality took my column apart on my 69 sport sat auto on the floor shifter. The two bolts with those flat heads are identified as bearing retainer bolts,however they held nothing i can see. The part of the bearing housing is sort of elevated in the housing and the bearing is held in place by a plate with three small screws. Am i missing a part in my bearing housing? Thanks
 
The two flat head square bolts are to hold the two column parts together. The flat plate with 3 screws is to hold the bearing assy in the outer column part.
