Steering issue

My 67 Belvedere II has an issue when I turn the steering wheel .....the wheel creates a wobble and is hard to turn usually towards the end of the turn. any one know what the issue is? Is it the Steering gear or the powers steering pump?
 
without driving it , i would say the pump is low on fluid , belt slipping , pump shot .
 
Obvious stuff like make sure the wheels are tight but one other thing you can check too besides low on fluid or loose belt. With the front wheels off the ground start the engine and see if the steering turns by itself to one lock or the other. This usually causes the car to pull but can cause what you described too. If it does turn by itself the block on top of the steering box, where the lines attach, needs to be adjusted or the "pin" inside is damaged or broken. Check the lower control arm bushings too. Bad ones will cause the car to follow cracks in the road and wander. Everyone will tell you the front end is tight and blame the steering box. Visually inspect the lower control arm bushings, any tears or cracks and they need to be replaced.
