Street wedge won’t start

First it’s been a year since I started the engine due to replacing the floors. I have tried starting fluid etc no luck.
Started to check spark and he is where I’m confused at one moment I have 11.2 v at both sides of the coil and both sides of the ballast resistor and then I try to start and check again and I have 6.3 on the coil hot side and 0 on the other with the ballast showing 10.9v one side and 6.3v on the other.
Ignition switch seems stiff and may have gotten media inside when I was blasting but I don’t think it’s the issue.
Any ideas?

All the voltages seem low.
When the points are closed the - on the coil will be zero. When they are open the coil will measure the same on each side.
So what you see there is correct.
A 4 volt drop across the ballast does seem high?
What is your battery voltage?
 
Battery is a little above 12v and brand new
 
Usually they are around 12.75 maybe your meter reads a bit low? Perhaps try the meter on another car and compare.
Did you do a spark check? Wires are good?
 
I’m going to step back and change the ballest, plugs and wires
 
Any idea what the gap on the plugs and points should be?
 
The ballast should be ok from what you described.
Plugs .035"
Point contacts .014-.019" but they really should be set using a dwell meter.
