Tag Decode: Is B51 Disc Brakes?

All, I have a 70 Charger I'm working on, and based on the Fender Tag I was expecting B51 to be Power Assist Disc Brakes. Am I decoding it wrong? The brakes clearly are Drums (2nd Pic). Is there something else to check to see if it was converted to Drums? My brother owned it for 40+ years I have to believe I'm decoding the fendor tag wrong?

I had the same situation in reverse with a '69 GTX I used to own. The broadcast sheet and fender tag were both coded for power drums. The car had the factory Bendix dual piston caliper disc brakes, which had obviously been in place from new (vehicle had spent nearly 30 years in storage, unrestored.) Guessing the assembly line ran out of drums, and the car got what was in the parts bin.
