I have a 74 Charger. The door jam sticker says tire size was f78-14. I want to put Magnum 500's 14 inch wheels on the car. why not?
 
You can, no problem. I had 14" Magnum 500's on my '71 Charger with 235x60x14" tires. With the stock suspension they were OK, with stiffer T-Bars and sway bar, the car cornered so hard it would roll the tires onto their sidewalls. Larger 255x60x15" rims and tires made the car handle better.
 
Back tires up in smoke in 3 seconds. If you drive with an egg under the pedal fine.
 
Looks,Handling,& Gearing give the nod to 15s. Nothing wrong with Magnum 500s, just go 15,IMHO.

if they fit... i would run 15x8 in the rear and 15x7 in front, its going to fill the wheel well better !!

Have you tired to find 14 inch tires?
Aside from the physical considerations, I think your choices will be more limited.

Sam's Club carries 14" tires, not that I would put them on my cars. 15" all the way
 
So 15's would work without any mods to the brakes and front end?

Yes...just don't get crazy with the rims backspacing (don't go too deep) or you will experience rubbing on the outer portion of the fenderwell.
