Yep the idle enrichment system as I do remember them. But just cap it as you did. From what I remember when the eng was cold vacuum would be applied to that valve and it would block an idle air bleed to give a richer mixture when cold and the choke was also on so it was on fast idle. Used a thermal valve in the eng coolant to only send vacuum to the valve when the eng was cold and once it hit a certain temp the vacuum was bled off and the valve opened an unblocked the air bleed.
