Thinking about buying a 69 383 block it is bored 20 over already

Why do you think you need to go more? just asking. Did it sit for awhile after it was bored the first time? If there is surface rust in the cylinders, I would think another 10 would take care of it.

block has been setting for a while and little surface rust.

Depending on what you are going to do with the motor as to keeping it as stock as possible or build a street bruiser. My motor sat for 20 years before I had a guy rebuild it and he bored it a total of 30 over.

You may be able to just hone it if it's not pitted.
