Voltage limiter problem

Hi everyone,

on a 70 rally dash, my voltage limiter broke dawn, i ordered a new one so that should solve the problem.
my question now is, the condensator that is connected to the 12V supply for the limiter, is this really needed and does anyone know the function ?
i suspect it helps regulate the 12V supply.
 
The condenser is actually a noise suppressor to keep the signal from the limiter coming across the radio speakers.
 
I don't use the condensor when I change them out or update the 66/67 cars with rte limiters
 
I went electronic, when looking up from the floor , a flashing blue light lets me know everything is aok with it.
 
flashing blue lights out back window, tells me something is wrong.
