working on a 69 B body non-rally cluster and wondering which leg or terminal of the voltage regulator does the condenser connect to

I can tell you that in a 66 Charger gauge cluster, the condenser is on the 12 V ( input ) side of the 5 volt mechanical voltage regulator. On your circuit board you will need to figure out which of the 3 terminals that actually is. You will need to follow the traces. The regulators 5 volt output feeds one side of the oil pressure, temp and fuel gauges.
 
Do you have a newer style electronic VR? If so, I never use the old condenser.

Originally placed there to minmize clicks/pops in the AM radio...
