Weird hood pin

What are these things and what do they do?
Some kind of hood lock?
 
I had a set of hood pins on my 71 and the bases looked like that in the 80's. It is a flush mounted locking hood pins. It used a round key like form a vending machine. The bottom of the lock was drilled for a roll pin that locked in the slot. They worked well for a street car as they keep your intake carb and battery in place.
 
Are these factory by any chance? I have no holes in my hood. I am going to remove them and replace them with a regular bolt. The only thing that would make sense is that someone didn't finish putting them in or they switched the hoods. The original Paint and patina on hood and fender are a perfect match so I am going with they never finished installing them.

I am sure they are after market. I think Mopar only had the pins with lanyards and the clip that runs thru the pin. I could be wrong though. That picture I posted was from a Ferarri restoration site. I just googled locking hood pins and those were in the images.

This was after market as my car was the only one that I ever saw. They were on the car when I bought it.
 
I still have the exact set, there were on a duster I bought. Now they are in a box on the shelf.

Don't lose the keys. Think probably have a registration number to send to maker. If you need extra they make them,$$.

I threw out the pins and put bolts back in. Since they drilled through the retainer clips. I just put nuts on the other side with lock washers. I replaced the "N" bolts too. The old ones were really rusted and eaten away. Are they the right ones for that spot?

Probably the correct bolt type but possibly a bigger captive washer.
