Anyone know what size bolt pattern and offset

I have 15x10 inch ones on my car,and those are much deeper than my wheels are!

That car look like it's been mini tubbed and could of had the rear narrowed. That said there is no way to use his wheel on a stock build. That back spacing would only be good for his car or you would have to buy those exact wheels and build your car around it.
 
Chargers will take a bigger tire than other b-bodies. You could put a 12" wheel on there but they don't make a tire to fit! A 15x10 with 5-1/2" backspace wheel and a 12.5 x 28 tire looks good in there. A 1/2" spacer moves it out closer to the fender. But if you run a 4-1/2 offset it will rub.

I agree the silver one has definitely been tubbed for a 15" tire.

None of what I just said applies to that jacked-up newer model - clearly those won't fit in the wells if the car was sitting at normal height.
