What did this come off of?

It was lying on the console after the dash went back together.

I was kind of thinking the same thing, especially if it's like a 1/4" E-clip

It is 3/8 ID and 5/8 OD.

Could it be from floor shifter linkage from under the car? See below.

Yeah Possibly on part of the shaft on console floor shift linkage somewhere... But I think they are mostly all Hair pin shaped clips or Jesus clips, If I remember correctly...

I think it goes on the throttle cable I replaced. Here's a photo.
