What the hole?

Did a quick search and didn't find anything about this question, specifically. My car, 66 coronet 500, console shift. I'm setting up for weekend duty at the track only, I'm going to be installing a B&M shifter. My question for the guru's is: is there an access panel of some type that is supposed to cover this hole in my trans tunnel? There appear to be two screw holes? in the trans cross member. I fab'd a patch to weld in, just thought I'd ask before I do that.

Nope. Someone cut that hole. Time to make a patch.

Or someone cut that hole to get the console brackets. You can see the forward bracket and the floor shift hole covered by the plate.

The did a nice, straight job.

...but you can clearly see the "overcut" at the corners.
