Put 15X8 Torq Thrusts on the front of my Belvedere. Ordered (0) offset. The vendor sent me wheels with +1.2mm offset. The wheels are barely rubbing the upper A arms. If I had received a genuine (0) offset wheel would it have cleared the suspension. All this Offset and backspacing confuses me at times. +1.2mm doesn't sound like that much to me but I could be wrong. Just eyeballing it with a tape measure, it looks like I have about 4 1/2" from the front of the hub to the spindle. I would consider that my backspace.
 
1.2mm = 3/64 of an inch...negligible. your backspace is the distance from the surface that the wheel actually mounts on to the inside edge of the wheel. You have to also take into account how much your sidewall bulges out...that's usually another inch or so. So, an 8-inch rim at zero offset, is a 4in backspace, plus say an inch for the sidewall... From the mounting surface of your hub you need five+ inches of inside clearance in the space that your tire will actually occupy... I run 225 70s on 15x6 up front and they get close to rubbing with the wheel fully turned..
 
I didn't realize the front ends on these old cars were so tight. My last GTX had the original redline F70/14s on it and I never changed them. I remember as a kid putting G60/14s on the front of my '67 GTO and never had problems with them rubbing anything.
