My experience has been that if a store has a mondo-bizzaro policy, there's probably some ignorant customer who was the reason for it. My wife used to work at a Publix bakery, and I always got a laugh out of some of the stunts people would pull.
They required a number for service because some jerks had created spectacles because they were walking around the bakery section and looking, then someone would come up to the counter to actually order something, then the browser would get all incensed because they thought they should be next in line! In their minds everyone should have to wait for them to make up their minds and decide whether they wanted to buy something or not. So they would rant and rave, then write a letter to corporate where they changed the story to one of where they had been calmly standing in line and had been ignored, blah, blah, blah, and the store personnel ended up getting in trouble. So no ticket, no cookie.
Another rule they had to put in place that seemed ridiculous was people ordering personalized cakes had to bring in something printed with the person's name on it (a piece of paper, an envelope, a business card, etc.) They said it was to make sure they got the spelling right, but the real reason was people would come in and say "I want a cake that says Happy Birthday James" on it, then they would come back a few days later and want a refund because their cake said "Happy Birthday James" when it should have said "Happy Birthday Jim". They would claim the order taker took the order wrong, and would get a refund on the price. With the new rule, the buyer had to submit something they had written, or had been printed, and that put an end to that scam.
So when you see a store doing something dumb, it's usually because someone much dumber tried to scam them.
