I've seen that speckling on aftermarket Chromed Aluminum trim.

The challenger shaker hood just never made it into production car available to public until late 1970 MY. There was an early pre-production magazine Challenger with Shaker hood. I'm not sure if that was a safety issue or not.

The red hemi N94 that was there was restored by a friend and fellow clubmember, Restorations by Julius. I watched the car being restored.
N94 was 4bbl only option. Dan Pausch, 6bblgt owns a N94 383 Challenger. He's wrote great explanations of the N94 option.

Being these Hemi cars were late introduction, originally installed prototype trim parts are very doubtful. The Bel II trim was in production since start of model year.

The source for that information you got is completely wrong. There was a long standing wife’s tale with the info in the hobby for some time. Sometimes people make up things they can’t explain until further knowledge comes out.

I’ve seen many people chrome stamped aluminum trim. Especially years back it was easier to find a place to chrome the trim than have it buffed and correctly brite-dip anodized. Also, just the lack of knowledge by restorers.
Lee Petty was a pretty successful racer by the time Richard was driving age. Family could have enough money by then to not need to run moonshine.
Also Lee was very much into the business of the sport. And put his focus on that.
