Headers aren't worth the trouble on a 318. I would keep the manifolds. No leaks, no dragging pipes. The dual exhaust will gain you the most performance improvement. If later plans include an upgrade to a 360 then the headers would be worth it.
That looks like a right price if it isn't total rust underneath. Yeah, owner should just list it everywhere and accept what he gets rather than make the people with no skin in the game rich.
That was my thought as well. A set of Stealths, 3310 Holley or an AVS, verify comp ratio, mill pistons if necessary or go down a totally different path and it's not going to be cheap.
If the 906's were verified fresh I would consider them, otherwise ditch them unless you can refresh them for free.
Those 400's ran pretty good themselves. I always liked the Firebirds, the Camaro's not so much. You could pick up a 400 Firebird for peanuts for quite awhile too, just lately they've picked up value.
