It appears to be an aftermarket damper... Wide outer ring but the pulley mounting location is likely standard OE dimension...
Some of those use removable weights in the back side so without removing it it's impossible to say...

I think the spacer is to long, the reason I thread the mast in early is to give me a way to hold the lower portion from above... The flats on the mast should be fully above bezel, in fact the piece the mast threads into should be exposed 1/8"-1/4"...
So, the curved rocker blades fit in slots in the base of the antenna, then that is installed from below the fender. I typically screw in the mast so I can hold the lower parts up from above the fender, then the top bezel keys into the two notches in the antenna hole in the fender & the blade on...
I recently pulled the 4:30's out of my 340 car... They were a lot of fun... And the car was driven from central Ca to central Tx with them so if you want to you certainly can drive it on the freeway..
Shorter spacer.... I've used over a dozen #4700 kits... I use the 69-71 brackets, they are easier to find... You have the 68 & earlier, use it... Just gotta have the right water pump, drivers outlet, there are two versions.. Early water pumps have the bolt boss below the thermostat these take...

It's a 440, build your motor & don't overthink it....

Back in the 90's the real Aircraft Stripper was $19 a gallon.... Around 2000 here in California the real stuff went away, the green stuff appeared... It doesn't work.... By around 2018 the real stuff went away nation wide.... All there was is the green stuff... Save your $$$ it don't work...
Back in the late 80's through the mid 90's automakers were struggling with peeling paint issues... They guys at the body shop could strip 90% of a car in an hour with a couple razor blades... Doesn't work on well adhered paint... And you have to ne careful around inside curves, the blade can dig...
That is the green label version... Not the good stuff... More $$ but this one works...
