I see what looks to be a potentiometer on the board. That cause me to search for "tachometer adjust potentiometer". This is the first article that came up for me but looks like there are a bunch more. I don't know anything about these though so tread carefully...

You might be able to find a spring and bushings that fit from mcmaster-carr if you can take some measurements with a caliper. I had my console shifter apart not long ago but i didn't measure the spring or bushing sizes.

Your arcCaptain 130 can run .030 flux core mig wire. Use that instead of stick and practice welding some scrap pieces together of the same guages as the brackets and floor pan. It should work good for the job your doing.
Are you using windows? You can open Task Manager and see what memory and cpu usage is for chrome. Also, have you tried disabling chrome extensions?

They will fit on 66/67 chargers but the the part of the regulator the window crank handle attaches to sticks out further on the charger due to the different (thicker) door panels chargers use.
Any port that has vacuum on the carb AND on the intake manifold needs to be plugged or connected. If not it'll be sucking air and that's a vacuum leak which will make it run like crap. If you don't know where they go just plug them first.
Don't worry about the air cleaner. Get yourself a carter bbd and bolt it on. There are probably like 2 vacuum ports on the carb. One that goes to the vacuum advance on the distributor and another that connects to the pcv valve on the drive side valve cover. You can put some rubber plugs on them...
